The game doesn't boot after splash screens with the default settings. You have 2 options to fix it and run this game:

Console > Execution mode > Interpreter (Slowest)
If you enable "Enable Recompiler ICache" setting - the game boots and works in Recompiler mode.

So, as stated here: https://github.com/stenzek/duckstation/wiki/Difficult-to-Emulate-Games#formula-one-99 this game must be requiring icache too.
