The game shows high FPS during splash screens and during loading levels

It's fine in game menus and during gameplay, so it doesn't affect playability. Tested with all enhancements disabled, Vsync is on. It's the same in Software and D3D11.

Similar thing happens in SLUS-00464 OverBlood (USA).

It's also only during loading screens and doesn't affect gameplay too.
