Allow using `.svg` for WASM splash screen directly #259

What would you like to be added:

In most cases browser can render .svg without issues. This means we should be able to use svg directly for the splash screen graphics.

This will require changes for both Resizetizer and the WASM Bootstrap

Why is this needed:
