[Android] Improve Acrylic using Android 12 APIs #6191

What would you like to be added:

The existing Acrylic implementation has some rendering issues, especially when scrolling. Android 12 brings new APIs that make blurring content behind elements significantly easier.

Why is this needed:

Acrylic everywhere.
