It is not possible to override the environmental temperature and humidity adopted by the red line.
Non-instant temperature and humidity measurement would only apply to user-controlled vehicles (see #29 ).
In user mode, AI passengers should observe and act upon our own effective values of temperature and humidity, not OMSI's. Of course they would still complain on the basis of the red line (Weather_Temperature) environmental temperature, which isn't ideal.
Any non-CSB-specific changes should be pushed back into UCHill.
