An AI bus arrives at a prolonged stop and turns off its engine.
Due to changing environmental conditions or perception thereof, the AI wishes to perform some adjustment that (depending on vehicle configuration) requires electrics to be fully operational; e.g., driver window adjustment. So it rotates the ignition key up by one position, waits for a while, then carries out the adjustment.
Having completed the adjustment, the AI instantly rotates the ignition key back down, as opposed to waiting for a few seconds prior to doing so (as is the case when increasing electrics in (2)).
Identified causes and resolution progress
The engine + electrics (ignition key) timer is not reset in the case of temporary electrics mode increase, hence subsequent electrics reduction is doomed to never be delayed.
