chore: add issue templates #20

This pull request is intended to add issue templates to the project. Why is this necessary?

  1. To help developers understand how to best communicate the issue they are facing and create a minimal reproduction of the issue they are facing to help the maintainers of the project understand where the issue is much faster.
  2. To be able to request for new features in a way that is easily understandable by first mentioning what problem they are facing and what the solution to the problem might be.
