[Charts - Open Cases By Owner] Missing Legend section when viewing chart on Portrait mode #435

Environment: LG Nexus 4 (Android 4.2.2)

Steps to reproduce:

  1. Launch the app in Landscape mode
  2. Scroll to Open Cases By Owner
  3. See that Legend section displays
  4. Rotate device to Portrait mode

Expected result: Legend section should display on Portrait mode.

Actual result: Legend section disappears.

The charts don't really matter what data is displayed, the page is meant to show that it is possible to generate a chart.
