Telegram Notification - silent messages (muted notifications) #1702

Would be great to add ability to configure silent send of telegram bot notifications (especially for non critical group). For now all notification (updates, info messages) triggering sound on telegram client (disturbing behavior at night especially).

Does Telegram not have quiet hours for certain bots/channels?
