Better Maximum Connection Behaviour

Many websites only allow one or two connections at a time (usually to encourage users to pay) and adding downloads from these sites to maxel results in constant errors which just repeatedly retry and cause other issues. Having maxel better manage such failures could be achieved through a couple ways such as reducing connections after getting 503 forbidden until downloading works again, or perhaps predefining the default connections on a per site basis.
