LOG21: added workflow for auto generation of changelog #206

Added a workflow to generate a CHANGELOG.md automatically. The workflow is currently triggered manually. Copied the current CHANGELOG.md to HISTORY.md so the new log doesn't remove all the existing entries

@soconnor71 Could you provide some context on this? Maybe a linear issue? An example of the generated changelog would be great too if this is still relevant
