Add Support for Motorola SENSAR #52

From what I can tell the SENSAR uses either 5/6 tone encoding or GSC, so it should be easy to support. Sources:

Example CAP codes on the SENSAR pagers are 170654, 191367, 170613

sensar is golay pager. works with osmocom-analog (tested), but you may test it with gr-mixalot also. sensar with display is numeric and tone, without display it tone only.
