Correcting custom layout configuration path for Alfred 3 #21

Implementing the changes discussed in Issue#20

Both Alfred 2 & 3 paths are now supported; by default Alfred 3 will be checked first. lay_config's logic is now in lay_config.sh

I couldn't test it properly on Alfred 2 but the original paths are kept as fallback in case Alfred 3 is not installed.
