Currently, CAN HAS expands to a noop. It needs to include the specified
file by spawning another parser.

Blocked on determining just how it should be handled - string constant or 
unquoted
string or both? Should unquoted strings be some sort of 'library include' 
functionality?

Also, adding support now will break any example that includes "CAN HAS stdlol?"
