Eliminate CategorySystem.csv, Category.csv, Classification.csv
Generate CategorySystem and Category from xml files by data loader
Generate Classification entries from xml files by data loader

Explanatory note: this issue is partly resolved. Classification.csv is no longer loaded; however, CategorySystem.csv and Category.csv must still be pre-generated. It will probably stay this way until the reimplementation in python.
