this is for reporting Process, Fragment, Background, Composition substitutions associated with a given scenarioID to the API

Rule out Background, Composition substitutions for this iteration-- process+fragment folded into NodeSubstitution resource type.

users do not know ILCDEntityID-- NodeSubstitution should reference a UUID and version

this is not in the UI so it really does not need to be release.
