[Hotfix] change Lisa's office to BA #156

changed Lisa's listed office on decision.html.erb
concerning the daily email, it seems like there's no errors that preventing the rake task from being fired
- perhaps, the cron job didn't fire(?)

Thanks Michelle. I figured out why the cron job isn't firing, but I'm not quite sure of the procedure for installing the file that is supposed to be run. I'll talk to Mat.
