I don't remember the spec exactly, but the issue XML file is supposed to have the JP2 image dimensions baked in somewhere so that batch loading doesn't require re-reading the JP2s to get that data. This shouldn't be too tough to add in, it's just not something we ever needed to prioritize, but we need to do so for Scoop. We're adding too much work to the already heavily-burdened ingest process. This is one of the weirder "violations" of the NDNP spec - there's no technical reason not to adhere to this
