Issues get curated but show up in the desk panel until the user refreshes. This is probably caused by the recent change which makes curation a job (in order to add sha sums to all files) instead of an instant action. We should fix whatever bit is deciding to show issues on the user's desk so that that part is instant while the rest of the processing (e.g., making the manifest) is in the background.
