add tag 001 #8

Check for an OCLC number in user defined string 1, and if present, add the 001 tag.

will need to include a string prefix at the beginning depending on length of the control number 8 digits use "ocm" 9 digits use "ocn" 10+ digits use "on"

also include a 003 tag with "OCoLC"
