Purge all bad batches after switching to new system

(Pulling subtasks from #15 where they wouldn't be possible pre-go-live without breaking the existing site.)

Most of our batch fixes are requiring directory renames because the directory structure include LCCN and date changes. In order to facilitate this while keeping the current site online, I'm making scripts which duplicate the batches in question, and fix the duplicate rather than the original. This means we will want to purge batches from the newspaper mount only after we're been live long enough to ensure we don't need to switch back!
