Implement a dark-archive checker script / program #45

We know for a fact that one of the batches in the dark archive is (a) not loaded, and (b) not the same as the Library of Congress batch of the same name and version. We have no idea what's going on, but it suggests the more concerning possibility that our dark archive would not actually function as a proper disaster recovery system.

I believe with the tools I've been working on that scan the various files and folders, I could hack together something to see what we have live and compare it to what's in the dark archive. With some checksumming, we could even verify if any of the files are corrupt (or have been replaced without properly being re-ingested).

With other priorities, this just isn't worth tackling anytime soon. We don't even know what we'd do if it turns out what we have is drastically different from LC.
