This is looking less likely than I hoped. The overridden urls.py pulls modules from specific locations - for instance, "chronam.oregon.views" is used in one place.
While we may get some mileage out of partially improving this file, we won't be able to properly sync up to core without a bit more work than I'd been hoping. I think it's doable, but it'll probably require pushing something cool upstream that I currently don't know how to do (maybe have urls.py call settings-specific urls.py in other directories?)

I am not certain, but I believe oregon/urls.py is built to allow us to add our url overrides there without hacking core (project root/urls.py). Worth investigation.
