restore clipping function #5

The clipping function (scissor icon in top right corner of viewer) has disappeared over the weekend - see screenshot from Chronicling America below; this is what it should look like. I will add more user feedback as I get it.

User 1 feedback: User wants to be able to download articles/images in jpeg format User downloads full page PDFs fairly often

User 2 feedback: User wants to be able to zoom in and save article clippings in jpeg format User always uses the clipping tool on a regular basis User never downloads full page PDFs

About to fix this. Part of the problem was the way the view works - if you zoom in and click the icon before the server finishes serving tiles, you actually get a "clip" of the whole paper, which unfortunately led two of us to believe the feature wasn't actually doing anything beyond providing a very low-quality image - which seemed broken and/or useless. After some discussion we discovered it actually works if you wait a second or two for the server and link to get back in sync.
