added scale and shadow effect to data-boxes #4599

Hello! I've taken a crack at addressing issue https://github.com/up-for-grabs/up-for-grabs.net/issues/4489 which aims to enhance the UI of the website. I've added subtle hover effects to the boxes that appear on the screen. I hope you like it!
