Too simple password causes unhandled exception #43

During local registration (form "New user information"), if you try to set too simple password, e.g. "a", then you get Unhandled exception. Users are not informed what just happened and why they cannot proceed.

Last error id: d05b71eefb. Tested in production.

The issue will be fixed with the new account register module. (See #15)
