Created ConfigurationService with endpoints for:
- fetching semester based on date
- fetching regular expressions used for validation
- fetching configuration data
- setting the configuratio (not yet implemented, throwing 501)

Get version/hyperledger is missing

The endpoint now exists, but also throws a "Not yet implemented"
