Reason for this PR

The frontend signing workflow requires new endpoints and hyperledger commands, to also submit a signed transaction

Changes in this PR

Changed endpoints to newly defined api
Added endpoint to submit signedTransction
Changed workflow from
getProposal → SubmitProposal → Done
to
getProposal → SubmitProposal/getTransaction → submitTransaction → Done
