Need to update release process for RCs #438

What happened?

The current release process doesn't take into account RCs, we should update it similarly to what we did for upstream Crossplane. It could make sense to split it by "phase" here too.

The full procedure we followed to release v1.15.0-up.1.rc.3 can be found here.
