Description of your changes

This was mainly for connect command since it doesn't hit the control plane endpoint, hence wouldn't benefit from https://github.com/upbound/managed-control-planes/pull/965 but I went ahead and made it common to all commands under control plane.

I have:

How has this code been tested

Locally against prod.
