Catalyst::Plugin::Static doesn't seem to be buildable with latest
Catalyst and Catalyst::Plugin::Static::Simple seems to be the best
supported way.

The attached patch changes Devel::ebug::HTTP to use
Catalyst::Plugin::Staticc::Simple instead.
