Summarise items with the same resource/unit on the order report #169

If budget items that reference the same resource/unit is added to the same order multiple times AND the rates are the same (eg Cement), add up the quantities and summarise it one line on the order report. So if we have on the order

Cement (Stock brick wall 115mm)              10           R50               R500.00
Cement (Stock brick wall 150mm)              20           R50              R1000.00

we only want to see one line on the order report, unless the rates differ:

Cement               30           R50               R1500.00
