Preupgrade-assistant should delivered a command line tool which will helps with content creation.

The tool can ask user for specific parts and at the end user will see the content with all relevant files and structure.

Also basic part of check script could be created as for python as for Bash.

User has to specify migration/upgrade path at least. Rest of the stuff can be created automatically. like contents/Fedora22_23/databases/mysql/configuration and tool will create INI files in directories

The tool should have an option for non-interactive mode. Just dummy content is going to be created. As INI file as check script (by default BASH).
