Set zero/custom tax for buy orders only #184

In case of buying from a citadel but selling in a hub the NPC station tax zero setting is insufficient. It would be nice if there was a "zero" setting for both buy and sell orders instead of a combined one. Alternatively a way to set a percentage manually.
