This PR is part of a greater effort to reduce the maintenance burden by using a standard set of scripts and tools on all repositories currently in maintenance.

Changes included here:

switch from circleci to gh actions
reschedule renovate bot for less noise
add stalebot config
revise and update dependencies and build scripts closes #70
use yarn instead of npm

While doing all the above, I also went through the included documentation and revised some text and sample code to match current specs and libs.

I'm not sure why the coverage has changed. No code or tests were touched.
