Add notifications, add notifme-sdk

f12f76d introduces a config.sites option urlSecretText to fix https://github.com/upptime/upptime/issues/225. Only GitHub is able to redact secrets when they appear in logs, issues, README, etc. Other cloud-based service providers might not be able to redact secrets. Therefore, I propose using a config option for it.
