Future transactions ignored for non-goal categories #1

In order to plan for future spending, it would be helpful to see the affects of future transactions on budget categories in addition to the affects on accounts. As it is, a user can know that their future on-budget account balance is positive, but doesn't have any awareness what it does to their budget categories.

This issue is OBE. The program will process all transactions, including "future" transactions, because the program does not take into account the actual current date. From the program's perspective, the date of the last ledger file entry is "today".
