Move CI and Smoke Tests for Third Party Github Actions & Resolve Some Issues #316

This updates our main CI testing Github Actions used on push and pull request as well as our weekly scheduled smoke tests.

Issues Resolved:

:smoking: Resolves intermittent errors in smoke tests likely caused by the testing pipeline itself (see prior smoke test)
:construction_worker_woman: Fixed CodeCov issue. We hadn't updated coverage reporting in years due to this silent failure.

Other Benefits:

:lotus_position: Removes dependency on complex shell files in github actions based testing. Replaces with third partyr-lib/actions
:runner: :dash: Smoke tests complete in roughly 5 min for 50+ packages (down from 20 min) (see current smoke test).
:green_book: Updates existing github action versions where appropriate.

Does Not:

Remove test.sh file in root. This is kept for ease of testing locally.
