Added costs considerations text to resolve Standard Issue #223 #122

This short write-up combines the comments @tkfu and @pattivacek made on the thread for Issue #223 on the Standard. I will add a short note on the FAQs page to point to this.

I understand the ambiguity about whether it belongs in the "Repositories" section. We could just leave it in the FAQs. Let's see what others think.

All your suggestion are on point. I drafted this copy initially offline, and when I gave it a look this morning I saw some of the "rough spots" you addressed. Should have re-read it with fresh eyes before posting.

I changed a phrase in the next to last sentence of the next to last paragraph to "to reduce costs compared to an assessment without such a framework." It originally read "with" such a framework but that didn't read right. Let me know if this is correct.
