Update links to repos hosted in the uptane namespace. #133

Also remove reference to the obsolete reference implementation.

Note that although to my knowledge Here no longer commercially offers their Uptane implementation, I did not remove the reference to it here. I don't feel comfortable unilaterally making that decision.
