Chore : workflow setup for fetching and incorporating deployment considerations #151

PR description :

This workflow is designed to monitor changes in the deployment considerations file and automatically push those changes to the "uptaneDocs" branch of the "uptane.github.io" repository. By doing so, it ensures that the new site remains up-to-date with the latest deployment considerations updates. With this workflow in place, any modifications made to the deployment considerations will be promptly reflected on the "uptane.github.io" website.

NOTE : Before merging this PR or executing the workflow, it is essential to set up a personal token within the repository. This token will grant the necessary permissions to the workflow, enabling it to function effectively.

We decided in the 2024-02-27 meeting that we will close this repo, and put deployment considerations in the uptane.github.io repo. Therefore, we don't need this automation anymore.
