Update dependencies: #164

Update dependencies: cffi, pynacl, cryptography, tox

@alyptik encountered an issue, explained here, https://github.com/awwad/tuf/pull/10#issuecomment-405832211 requiring an update to the cryptography dependency. I added a few other updates while I was at it.

This will also hopefully fix #139.
