DO NOT MERGE -- just testing an updated version of uptuf #182

This PR is for CI testing purposes. The TUF dependency on this branch has been updated to point to a new branch of uptuf, which, pending successful tests here and some manual testing, will be merged into uptuf's develop branch.

This PR will then be closed, unmerged.
