Version Updates, SHALL Preference, and Added definitions #215

I added a note that the compliance word for the Standard is to be SHALL, not MUST and updated to the reference links for the standard and deployment documents to 1.2.0

The second commit on this PR adds the actual RFC 2119 definitions to the Standard, as well as the caution against the use of imperatives from that document. This was done in response to a discussion at our 8/3/21 Uptane Standards meeting.

Hi Lois,

I am fine with adding the RFC 2119 definitions of the conformance terms.

However, I am completely defeated by GitHub. I cannot find issue #215 at all (as open or closed). I cannot find a link to the actual text that is changed.

Sorry, but I continue to find GitHub much less than ideal...
