This particular facsimile/resource doesn't appear to be part of an artefact, so there is no information available about what should be displayed next/previous when paging.
This similarly named file SILTS570.jpeg (vs jpg) (although obviously from a different version) is a part of an artefact and so should be possible to implement next/previous paging for. http://austese.net/repository/resources/4c3804b52bf54941b9ba00ed07f5f8f8?project=22
This resource (rotated 90 degrees?) couldn't be deleted at the time it was uploaded, and so was left there. It was a problem of its orientation, and the other 570, properly rotated, replaced it.
It's not the rotation that's different, it's completely different text in the page. Both have a page number of '570', but different handwritten numbers in the corner. 683 vs 703
I'll have to investigate. I might have to create an artefact for it. Leave it with me.

The bug for paging in View Resource for Images is not fixed yet. See the following example: http://austese.net/repository/resources/df7031645daa4a03837bd42644ec85ec/content?project=22
