Add GitLab to our infra #56

As discussed on the chat, we agreed to have a GitLab server. Reasons for this:

  1. Mirror of our GitHub repos. We want to make sure we have backups of everything Ura hosted online, including repos.
  2. SSO. Gitlab offers SSO with 2FA (Ura employees use YubiKeys) which is also configurable with most if not all of our services. Backups: Nightly, Weekly, Monthly Deadline: 12.03.2018

This has already been installed and set up as SSO, registration at the moment is closed. Close issue
