Need to fix map layer scrolling for UDP website maps #88

@profkdc Still noticing this is a problem, thought it was fixed with that latest maps. I think it's something about how the maps are iframes for the website. I'm sure there's a parameter I can fix in this in the code somewhere.

Also, @timathomas, the redlining layer isn't showing up for the East Bay on SF maps.

@profkdc @cdietzhartmann can you two double check that the layer legend isn't scrolling anymore specifically for SF and LA? I think the problem occurs when viewing the maps inside the UDP website.
