Urbanization layer #98

@profkdc Urban layers have several holes in them, creating funky maps. To remedy this, I subset all the counties that overlapped urban spaces and then selected the tracts within those counties for our maps. It makes a more even map, but extends beyond urban boundaries in some cases. Do you have another suggestion on how you'd like this to go?

Go with urban layer with SF at least.

Cut by urban layer but it's not cutting too much.
