Make neighborhood / community zones clickable #26

We're not super sure what QPL wants when you click on the zones. Click on a boundary and updates the list view to only include content in that boundary?

I don't think they know what they want yet, so not a huge priority, but I do think they want info to be displayed

they wont have the data ready for the layer pop-ups by the 10th, so it’s less on the priority list right now. The pop-ups would contain text that is essentially “This neighborhood is 50% male,” and then comparing that demographic information to something else. It’s still unclear about what the data actually is, but it’s text based and will not change after ingestion
