Any background context you want to provide?

The System Parameter file generation hard codes the modelica.mos name.

What does this PR accomplish?

Provide a kwarg to pass in the name of the Modelica load file to use. This is used when we manipulate the modelica load files before reading them into UO DES.

How should this be manually tested?

Not sure we need to test, just review the code.
